I make jewelry with them. It's hard to suggest how to attach them without knowing what they look like. Fabric glue would work, but not that great. If they are a satin-y shoe, you could sew them on. You should be able to find some at good craft stores. I just got a pair of shoes from a group called Happyfeet. They send rhinestone encrusted jellies to cancer patients for free to boost their spirits. I love em. I'm a 6 yr ovarian cancer survivor. (( get your GYN checkups to... its not just the 'girls' we need to check)) The shoes sparkle and twinkle especially outside. I think putting rhinestones on your shoes would be a fine idea. Just be very careful as you apply them to the shoes. . You will need fabric glue and tweezers to hold the rhinestones. You can spread the stones out on the table till you get the design you want.
